5. Address of Welcome

Mr. W.M.F. Vane, M.P., Parliamentary Secretary to the Ministry of Agriculture,
Fisheries and Food in the United Kingdom, addressed the opening session.
He pointed out, in spite of the Commission's efforts to date, conservation of
the stocks of the commercially important whale species had become an
increasingly pressing problem.
It was therefore with great pleasure that he noted the return of Norway to
the Convention and the appointment as special advisers of the three eminent
scientists, Dr. Chapman of the United States, Mr. Allen of New Zealand and
Mr. Holt of the Food and Agriculture Organisation of the United Nations.
This support and advice would, he felt, assist substantially in achieving the
Commission's aims.
