21. Infractions

The Technical Committee in their examination of the infractions position concluded that the general percentage of infractions had decreased and arising from their discussions made the following two recommendations.
(i)
That the Commission should remind Contracting Governments of the importance of infractions reports reaching the Secretary early and in sufficient time for the necessary summary to be made.
(ii)
The Delegates of the Union of Soviet Socialist Republics and of Japan had been good enough to say that they would let the Commission have some material relating to artificial fenders and the use of radar-beacons respectively. The Commission should draw the attention of Contracting Governments to the availability of this information in case they should want to have it for their whaling companies.
The Commission noted with satisfaction the downward trend of the percentage of infractions and accepted the Technical Committee's two recommendations.
