16. The Taking of Gray or Right Whales

On the proposal of the Commissioner for the United States and seconded by the Commissioner for the Netherlands the following revision of Paragraph 2 of the Schedule was submitted in order to avoid abuse of the rights of aborigines by commercial interests:

"It is forbidden to take or kill gray whales or right whales except by aborigines or a Contracting Government on behalf of aborigines and only when the meat and products of such whales are to be used exclusively for local consumption by the aborigines".

On being put to the vote the proposal was carried unanimously.
