17. The Taking of Short Whales at Land Stations

An exemption of the North-east Pacific area from the local consumption
provision on short whales taken for delivery to land stations had been granted
in Paragraph 9(a) and (b) of the Schedule for three years after 31st March,
1962.
This was designed to help a small Canadian Whaling industry operating from the
coast of British Columbia.
Here there was no local demand for whale meat and to survive the industry
needed to export it elsewhere.
At the plenary meeting of the Commission, the Commissioner for Canada pointed
out there was no evidence that the exemption had done any harm and he proposed
that it should be extended for another three years from the 31st March, 1965
and that this date be substituted on Paragraph 9(a) and (b) accordingly.
The proposal was seconded by the Commissioner for New Zealand and on being put
to the vote was carried by 13 votes to 1.
