18. Special Permits

Article VIII of the Convention exempts from its provisions the taking of
whales for purposes of scientific research when permits are issued by any
member country to its nationals.
Both this year and last the Scientific Committee had observed that rather
large samples had been taken lately and had recommended that, if possible,
they should be approached before any special permit is issued.
Reasons and purposes should be given and a report sent in as soon as the whales
are taken.
The Commission noted this recommendation.
