19. The Observer Scheme

Shortly before the Sixteenth Meeting representatives of the Antarctic pelagic
whaling countries met at Sandefjord, the Union of Soviet Socialist Republics
delegates attending as observers, in order to consider the implementation of
the Observer Scheme for the 1964/65 season.
Further meetings, at which all representatives of the Antarctic pelagic
whaling countries were present went on during the Sixteenth Meeting of the
Commission.
A set of rules for the implementation of the Observer Scheme for the 1963/64
season had already been agreed in 1963, but the Commissioners of the five
countries considered some changes in these rules necessary for the 1964/65
season.
A new draft set of rules was finally agreed and the draft was left to be
submitted to the Governments concerned for their consideration.
