20. Infractions

The Technical Committee, advised by their Infractions Sub-Committee, reported
that the percentage of infractions for the 1963/64 Antarctic season was
slightly less than for the previous season and outside the Antarctic in 1963
the percentage was down by 0.24 on the 1962 season although the actual number
of infractions was slightly up due to a considerable increase in the total
catch.
The Committee recommended that the Commission should pay special attention to
the fact referred to by the Scientific Committee in Paragraph 6 of its report
that size frequencies as reported to the Bureau of International Whaling
Statistics often seems immaterial because very many whales are reported at or
just above the minimum lengths in force.
The Committee considered that the implementation of the International Observer
Scheme would be the best way to ensure the submission of accurate size
frequency reports.
On consideration the Commission accepted the information advice and
recommendation on infractions submitted by the Technical Committee.
