4. Address of Welcome

The Secretary-General of the Ministry of Foreign Affairs in Norway, Mr.
Raeder, addressed the opening meeting.
He said that the continual decline in the stock of whales in the last twenty
years, taken together with the increase in whaling were the sources of the
increasingly critical importance of meetings within the framework of the
International Whaling Convention.
