20. Infractions

The Infractions Sub-Committee reported to the Technical Committee on the
infractions of the provisions of the Convention.
In general the Sub-Committee considered that the evidence pointed to the need
for the introduction as soon as possible of an international observer scheme
to cover all whaling operations and for a strengthening of the domestic
measures taken by member countries to enforce the Commission's regulations.
The Sub-Committee was pleased to note from the Scientific Committee report
that the last season's catch data pointed to a stricter observance of the
regulations regarding sperm whales.
The Technical Committee concurred with these views and the Commission accepted
its report.
