17. Infractions

The Infractions Sub-Committee reported to the Technical Committee on the
infractions of the provisions of the Convention.
The details of infractions showed little change from previous seasons.
The Sub-Committee considered the rather abnormal figures for infractions in
connection with the catch of sperm whales; it agreed that because of their
habits it was extraordinarily difficult in the catching of these whales,
particularly in areas outside the Antarctic, to avoid infraction of the
regulations.
The Technical Committee accepted the report.
It was received by the Commission.
