18. Infractions

The Technical Committee appointed an Infractions Sub-Committee to consider the
reports on infractions of the Convention from the whaling countries.
The average number of infractions was about 1.7 per cent of the total catch,
the figures being much higher for sperm whales than for baleen whales.
The Committee urged countries to continue to try to hold the percentage of
infractions down.
