23. Election of Chairman and Vice-Chairman

In accordance with the Commission's Rules of Procedure, the Chairman, Mr I.
Fujita the Commissioner for Japan retired on completion of three years in that
office.
On the proposition of the delegate for Japan seconded by the Commissioner for
the USSR, Dr J.L. McHugh the Commissioner for the United States was unanimously
elected Chairman for the ensuing three years.
On the proposition of the Commissioner for the USSR seconded by the
Commissioner for Japan, Mr I. Rindal the Commissioner for Norway was
unanimously elected Vice-Chairman for the same period.
