11. Recommendation for Strengthening the International Whaling Commission

This recommendation, which formed part of the UN resolution, was considered by the Finance and Administration Committee. A note submitted by the USA delegation containing proposals to achieve this purpose was examined. Since the note was concerned with strengthening of the Commission's scientific capability the views of the Scientific Committee were obtained. The Commission accepted the Committee's recommendation that it recognise in principle the expediency of the proposition to expand the staff of the Commission as soon as possible, and that the Chairman be authorised to appoint a small committee representing at least five member nations, together with the Chairman of the Scientific Committee, to develop the specific duties of the secretariat personnel, recommend a budget, and develop plans for adequate financial support.
