13. International Observer Scheme

It was reported that the scheme was being implemented in all areas other than the Antarctic where, owing to practical difficulties, it had not been possible to begin during the 1971/72 season. An agreement was signed on 27 June by the Antarctic pelagic whaling countries to provide for operation of the scheme in that area in 1972/73. To meet a technical point in administration the Commission adopted a recommendation of the Technical Committee to amend paragraph 1(c) of the Schedule by adding after "the observers shall be appointed by the Commission" the words "acting through its Secretary". On the question of the method of meeting the administrative cost of operating the scheme, the Finance and Administration Committee reported that expenditure to date had been comparatively light and agreed that consideration of the method of meeting the cost should be deferred until the 1973 Meeting when the results and records of the 1972 and 1972/73 seasons should be available.
