27. Transfer or Sale of Whaling Equipment to Non-Member Nations

The Commission accepted, on the recommendation of the Technical Committee, a
motion submitted by the US delegation that the Commission, recognising that
whaling equipment no longer used by member countries might come into usage
for whaling by non-member nations, thus adversely affecting conservation
efforts, should recommend that member Governments of the Commission, to the
extent possible under national laws, withhold sale, registry or charter of
whaling equipment, including vessels, until such time as those nations have
adhered to the International Convention on Whaling.
