13. Infractions

The infractions of the Convention as reported by the whaling countries were
considered by a sub-committee of the Technical Committee which also studied
the summaries of the reports of the observers under the International Observer
Scheme.
Attention was drawn to the decrease in the number of infractions in all areas,
particularly in the Antarctic.
This was regarded as very encouraging and no special action was proposed.
