10. REPORTING REQUIREMENTS FOR SMALL-TYPE WHALING OPERATIONS

(from "Chairman's Report of the Twenty-Ninth Meeting")

The Scientific Committee had identified three kinds of operations:

(1) small type whaling;
(2) direct fisheries for small cetaceans;
(3) fisheries involving incidental take of small cetaceans.

The Scientific Committee proposed a re-definition of 'small-type whaling' to include bottlenose, beaked, pilot and killer whales. This was accepted by the Technical Committee and the Commission adopted the proposal to amend the final definition in Section I of the Schedule 'Interpretation' as given in Appendix 11.

The Commission discussed the Scientific Committee's proposals for reporting requirements for direct fisheries for small cetaceans and for fisheries involving incidental take of small cetaceans and the concomitant amendment of the Schedule. The USA expressed strong support for the proposals. Japan pointed out, however, that the present Convention does not cover small cetaceans and Canada suggested that, to avoid the legal difficulties posed by amending the Schedule, a resolution would be more appropriate than amendment of the Schedule. The Commission adopted the resolution shown in Appendix 6.
