6. ADMISSION OF ACCREDITED OBSERVERS TO COMMITTEES AND ACCESS TO PAPERS

The Commission adopted Rules of Procedure for the Scientific Committee proposed by the United Kingdom, dealing with the admission of scientifically qualified observers to meetings of that Committee. These are given in Appendix 1. Japan recorded its reservation on the opening of the Scientific Committee to outsiders. Rules of Conduct for observers at Commission meetings were also adopted, together with a definition of an international organisation. These are shown in Appendix 1.
