10. RRVIEW OF PRESENT MANAGEMENT PROCEDURE

The Special Working Group set up last year suggested a revised management procedure based on the principle that the Commission should set a target level for each stock and that the level of catches, if any, should be that which would bring the stock to target level in a fixed term of years. The Scientific Committee believed that the proposals put forward represent an advance towards considerable improvement in management procedures.

Australia stated its belief that the review of the present management procedure is a very important subject to the Commission. The Technical Committee endorsed its proposal that a Working Group be established, made up of members of the Technical and Scientific Committees and the Special Working Group to prepare specific proposals for consideration at the 1981 Annual Meeting. Any proposals produced should be made sufficiently early for use by the Scientific Committee at its next meeting. This was agreed by the Commission, and the terms of reference of the Working Group are set out in Appendix 4.
