11. CONSIDERATION OF THE IMPLICATIONS FOR WHALES OF MANAGEMENT REGIMES FOR OTHER MARINE RESOURCES

The Commission received the report of the Working Group it had set up last year, with terms of reference directed specifically to the consideration of matters relating to co-operation and co-ordination of IWC activities and those proposed under the newly negotiated Convention for the Conservation of Antarctic Marine Living Resources. As a result of the discussions arising from the reports received on a number of relevant meetings, the group proposed a series of recommendations which the Technical Committee agreed to endorse, with a small addition. These were then adopted by the Commission and are attached as Appendix 5.

Professor J.D. Ovington as IWC Observer at the Diplomatic Conference on the CCAMLR noted that the organisation to be established under the Convention would parallel in many ways that already developed by the IWC. It can be seen as a significant advance in emphasising an ecosystem approach to conservation in the Southern Ocean.

The Commission adopted his recommendation, endorsed by the Technical Committee, that:

At the earliest practicable time, the IWC enter into discussions with the CCAMLR with a view to establishing reciprocal consultative procedures at both Commission and Scientific Committee levels.
Argentina and Chile both reserved their positions on this matter.
