23. INFRACTIONS AND REPORTS FROM INTERNATIONAL OBSERVERS, 1979 AND 1979/80 SEASONS

The Technical Committee set up an Infractions sub-committee comprising representatives from Australia, Iceland, Japan, the Republic of Korea, Seychelles, the USA and the USSR. This reviewed all of the national infractions reports received by the Secretariat. It also had available reports from the International Observers and reviewed matters arising from the 31st Annual Meeting. After careful study of all the relevant material, the Infractions sub-committee made a series of recommendations which were endorsed by the Technical Committee. With one modification arising from the decision on the Division 9 sperm whale catch limit, the Commission agreed that the Secretary should carry out all the necessary actions. These are itemised in Appendix 13.
