24. INTERNATIONAL OBSERVER SCHEME

The Infractions sub-committee noted that the Observers' reports received
corresponded with infractions reports from Contracting Governments, thus
validating these records, and the Commission was also pleased to note that all
the Observers commented on the full co-operation and assistance received from
the hosting member Government.
Such co-operation is essential for the success of the Observer Scheme and the
Commission hopes that it will continue.
After extensive discussion of the various Observer Schemes already in
existence, and the requirements for new arrangements for operations not yet
receiving International Observers, the Infractions sub-committee prepared a
series of recommendations which were endorsed by the Technical Committee and
adopted by the Commission and are also given in Appendix 13.
