14. MEASURES TO DISCOURAGE WHALING OPERATIONS OUTSIDE IWC REGULATION

14.1 Report of the Working Group on Non-IWC Whaling
The Report of the Technical Committee Working Group on Non-IWC Whaling which met in the week preceding the Annual Meeting, following a steering committee meeting held in London in March 1981, was presented to the Technical Committee by its convenor, Mr Stewart (New Zealand). The recommendations from this report were extracted in the form of a Resolution (Appendix 6) which was endorsed by the Technical Committee and adopted by consensus in the Commission. The Commission also agreed that the Working Group should continue to complete any outstanding matters.


14.2 Prohibition on Importation of Whale Products from and Export of Whaling Vessels, Equipment and Expertise to Non-Member Countries
The proposal that certain measures adopted by Resolution last year should be implemented as amendments to the Schedule was also considered by the Working Group on Non-IWC Whaling. In accordance with the view of that group, the Technical Committee recommended by consensus that no further action be taken on this matter and this was noted by the Commission.

The United Kingdom reported that a ban on the trade of whale products by EEC countries will be introduced in January 1982.


14.3 Register of Whaling Vessels
The Commission received the second draft of the International Register of Whaling Vessels. Argentina and the People's Republic of China stated that vessels recorded under their flags are not registered as whaling vessels.
