11. COMMISSION'S COMPETENCE TO SET CATCH LIMITS FOR BAIRD'S BEAKED WHALE IN THE NORTH PACIFIC

This subject had been deferred from last year's meeting and Japan suggested that no further action was needed, since it is a matter of differing views between Contracting Governments and cannot be dealt with by the Commission.

The Netherlands, supported by Sweden, UK and India, believed that the IWC does have competence for this species since it is included in the Schedule definitions and it is a larger animal than the minke whale regulated by the IWC. It proposed that the item should be included in the agenda for next year. This was agreed by the Technical Committee, and endorsed by the Commission.
