11. WHALING OPERATIONS OUTSIDE IWC REGULATIONS

St Lucia, which had proposed this Item last year, noted the reservations by some members. It therefore did not wish to pursue Schedule amendments designed to prevent non-IWC whaling and discourage trade in whale products from non-IWC members and entities. The Commission therefore took no further action on the matter.

The UK raised the question in the Technical Committee of a letter from the government of the Philippines indicating that it intended to continue whaling, although it had not objected to the zero catch limits for commercial whaling.

The Philippines stated that it had not renewed the licence of its only whaling vessel this year as a result of the policy of its Government to abide by the provisions of Schedule paragraph 10(e).

Argentina and Mexico questioned whether this was an appropriate subject to discuss under this Agenda Item.
