To obtain 3/4 majority necessary to adopt the whaling moratorium, many new member nations were recruited to IWC. In some cases anti-whaling activists acted as the commissioners or delegation members of those new member nations to which they did not have nationality. French activist J.P. Fortom-Gouin was one of such example. He first belonged Panama delegation, then moved to St Lucia delegation after Panama's withdrawal.
